President Julius Maada Bio officially launched the Sierra Leone Ocean Shipping Company Limited (SLOSCo) on Monday at the Queen Elizabeth II Quay in Freetown.

SLOSCo stands as Sierra Leone’s first dedicated national ocean carrier. It operates as a joint venture between the Sierra Leone National Shipping Agency (SLNSA), which holds a 30% stake on behalf of the Government, and China’s Zhejiang Xiehai Group, which owns the remaining 70%.
Under the SLNSA Act 2025, SLNSA is recognised as the designated National Carrier, empowered to take part in up to 40% of cargo moving in and out of the country. SLOSCo will act as the commercial and operational vehicle through which that mandate is carried out.
In his keynote address, President Bio noted that the company would sharpen business competitiveness, open up greater opportunities for young people and women within the maritime sector, and guarantee more dependable movement of mining and agricultural exports. He also stressed the importance of transparency, accountability, and adherence to international maritime standards.
Minister of Transport and Aviation, Amb. Alhaji Fanday Turay, hailed the occasion as a “defining milestone,” pointing out that Sierra Leone now possesses a commercially capable platform to take a direct part in carrying its own trade and to hold onto more of the value generated from its international commerce.
The launch drew a number of notable attendees, including First Lady Dr. Fatima Maada Bio, SLNSA Director-General Mustapha Mark Lissa, Xiehai Group President Wang An, the Chinese Ambassador, and several other dignitaries.
Xiehai Group, which was established in 2013, operates roughly 50 vessels across the globe.
The venture comes after the agreement received parliamentary ratification earlier this year.
